Kwaliteitsmeting middelbare scholen beloont selectie

De huidige kwaliteitsbeoordeling van middelbare scholen houdt onvoldoende rekening met kwaliteitsverschillen tussen leerlingen. Hierdoor wordt selectie beloond en worden onderwijsprestaties vertekend. Vanaf 2016 wordt een nieuwe methode om leerresultaten te meten geintroduceerd. Deze nieuwe beoordelingsmethode zal de genoemde problemen echter niet verkleinen en zal bovendien leiden tot een ongelijk speelveld tussen gemengde en categorale middelbare scholen. Ook het afschaffen van de Cito-toets als selectie-instrument in 2015 kan deze problemen niet oplossen en spant het paard achter de wagen. Effectiever is om de Cito-toets te hanteren om de kwaliteitsmeting van middelbare scholen te corrigeren voor selectie-effecten. Uit een analyse op basis van cijfers van het centraal eindexamen van vwo-leerlingen blijkt namelijk dat deze positief samenhangen met hun Cito-score van de basisschool.
